About the Position: This position serves as a Management and Program Analyst for the U.S. Army Material Command G-4. This position supports the planning, development and execution of the Army Food Program Strategy.
Duties
Evaluate manpower reports to make modifications to meet mission and program objective remaining well informed on current trends, tendencies, developments and overall status of activities in the Army Food Innovation and Transformation (AFIT) Division.
Participate in administrative management planning, budgeting, execution and policy development.
Perform Contracting Officer Representative (COR) administrative functions and manage a wide range of contracts.
Serve as the principal advisor regarding matters of personnel management/requirements and budgeting as well as manpower utilization, processes and procedures.
Provide advice to management officials on training that is necessary to support short and long term needs and impact of mission changes or reorganization.
Perform administrative program support functions, program operations and related policies along with a thorough knowledge of mission programs and management processes to plan, direct, coordinate and execute mission-oriented projects and studies.
Perform complex and extensive analysis of a wide variety of data on economic conditions, sociological needs and systems, trends, distribution and technological advances and other areas in order to analyze the impact on the Army Food Program.
Requirements
- Must be able to obtain and maintain a Secret security clearance.
- Percentage of time to be spent Temporary Duty Travel (TDY) is up to 25%.

Specialized Experience: One year of specialized experience which includes analyzing and interpreting policies, procedures and regulatory guidance as it pertains to programs, contracts, and manpower; analyzing contractor offers performing cost and price analysis and modifying contractual requirements if required; and analyzing the effectiveness of program operations in meeting established goals and objectives. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
