This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Competitive Service Position to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: This Engineering Technician serves the USA ENGR & SPT CENTER, HUNTSVILLE, DIRECTORATE OF ENGINEERING, SYSTEMS COST DIV IN HUNTSVILLE, AL.
Duties

Prepares program planning cost estimates for highly complex state-of-the-art construction programs and provides authoritative advice to other Huntsville Center, Corps HQ and A-E contractor personnel.
Serves as senior cost estimator and negotiator, assisting the Branch Chief in the execution of administrative and technical management responsibilities for a wide variety of projects and programs.
Evaluates project status, investigates problems, expedites priorities, and identifies problems requiring immediate resolution.

Specialized Experience: One year of specialized experience which includes: preparing a variety of budget cost estimates from design drawings and specifications; preparing construction cost estimates from preliminary design information; and reviewing prepared estimates for accuracy and completion.
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
Some federal jobs allow you to substitute your education for the required experience in order to qualify.
For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
