This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Competitive Service Position to recruit and appoint qualified candidates to positions in the competitive service. Duties

This position has requirements which must be met prior to employment, and conditions for continued employment. Prepares program planning cost estimates for highly complex state-of-the-art construction programs and provides authoritative advice to other Huntsville Center, Corps HQ and A-E contractor personnel. Serves as senior cost estimator and negotiator, assisting the Branch Chief in the execution of administrative and technical management responsibilities for a wide variety of projects and programs. Evaluates project status, investigates problems, expedites priorities, and identifies problems requiring immediate resolution.

Specialized Experience: One year of specialized experience which includes: preparing a variety of budget cost estimates from design drawings and specifications; preparing construction cost estimates from preliminary design information; and reviewing prepared estimates for accuracy and completion. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
