Duties
This HUMAN RESOURCES SPECIALIST position is located in the Executive Resources Division (ERD), Human Capital (HC), Transportation Security Administration, Department of Homeland Security (DHS). Duties include but are not limited to:
Analyze, evaluate, and develop major aspects of HR strategic workforce planning program and senior executive service and political succession initiatives to accomplish organizational goals and objectives. Lead strategic planning sessions with managers on short and long-term staffing requirements and needs. Assist managers in determining attrition, skill gaps and new position requirements, ensuring adherence to employment and position ceilings.
Provide advice and guidance on existing and new Federal HR regulations, laws, and policies and procedural requirements. Ensure policy and program issuances are integrated with staff actions and fully supportive of Agency requirements, the Federal merit system, and equal employment opportunity objectives and senior executive service.
Advise Agency personnel on HR procedures and practices; provide information on timelines and progression of work. Evaluate manager and employee awareness of HR policies and procedures and develops written guidance, informational sessions or training to improve understanding.
Provide expert advice on alternatives and techniques for staffing positions including recruitment options, internal placement opportunities, special employment programs, and available hiring flexibilities.
Conduct recruitment, staffing, and/or position management activities for senior executive service and politicals as assigned.
Respond to inquiries from the public and Agency personnel on recruitment and hiring activities. Complete service request tickets within established timeframes. Anticipate problems when possible and takes immediate remedial action to prevent the escalation of the situation.
Direct, initiate and lead complex studies and projects related to succession/strategic planning, human capital, and diversity including development and integration of methods for measuring program success and achievement of objectives for senior executive services and politicals.
Qualifications
To qualify for the SV-J Pay Band (equivalent to GS-14), you must have one year of specialized experience at the SV-J or GS-14 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the knowledge, skills and abilities to successfully perform the duties of the position. Specialized experience is defined as:
Researching, interpreting, applying, and advising others on senior executive service and political appointee Federal laws, regulations, policies, and guidelines for recruitment and staffing, classification, political appointees transition, payroll operations, awards, performance management, benefits and/or compensation.
Providing comprehensive HR management advisory services to provide managers regarding recruitment processes and succession planning, with flexible alternatives to address HR issues with senior executive service and political appointees.
Reviewing and drafting job announcements, determining applicant eligibility and qualifications, and issuing referral lists utilizing an automated tool such as USA Staffing or Monster regarding succession planning with senior leadership.
Briefing high level management (SES) and communicating complex human resources issues such as pay equity and succession planning, in a clear, concise, and logical manner to a variety of audiences at various high levels of the organization.
Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime.
National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees.
