Duties
Serves as the Director, Accounts Payable Entitlement Division, leading three branches containing certification, manual processing, and funds requirement teams. Leads subordinate supervisors and employees in accomplishing the Accounts Payable mission.
Manages, executes, and directs a variety of Accounts Payable financial policies, guidelines, data, documents, reports, processes, and procedures for a variety of customers.
Provides program development and oversight responsibilities for the Site Accounts Payable Program, which directly supports commercial pay requirements for DON customers.
Plans, organizes, guides, coordinates, and reviews the work of Accounts Payable organizational elements involved in carrying out the mission and functions of the organization.
Advises on the legality of entitlements and/or collection actions and recommends policy on operational interfaces with serviced activities.
Resolves pay, entitlement, and accounting problems unique to the customer and advises senior leaders of recommendations for corrective action to improve organizational processes.

Qualifications
One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-11) within the federal service, which demonstrates the ability to perform the duties of the position, is required.
Specialized experience is defined as: performing extensive financial management analysis of governing policies, business procedures, and regulations to ensure improvements, efficiency and effectiveness of operations.
Time-in-Grade: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. Applicant must have served 52 weeks as a GS-11 or higher grade in Federal Service.
You may qualify for consideration if meeting time-in grade, specialized experience, education requirement, 90 days after competitive appointment requirement, and all other qualification requirements within 30 calendar days after the closing date of the announcement, unless otherwise indicated on the announcement.
