You will serve as a SUPERVISORY BUSINESS PLANNING SPECIALIST in the Centralized Coordination Department of FLTREADCEN EAST.

Duties

You will monitor overall financial posture for the engine programs and negotiate with customer for price changes as appropriate. You will initiate reports, memoranda, and Naval messages/letters including special projects relating to engine workload. You will attend conferences and meetings concerning NAVAIR corporate system changes and upgrades. You will oversee and coordinate the work efforts of subordinate employees. You will interview candidates and recommend selections for positions. You will chair pre-workload meetings with planner and estimators, production, material, and production control personnel.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Meeting and effectively communicating and negotiating with higher level management within the FRC East and at outside activities (i.e., NAVAIR, NAVICO, TYCOMS, PMA, MALS foreign countries, etc.); 2) Knowledge of engine support in the Aircraft/ Engines/ Systems Acquisitions and Logistics Process; 3) Knowledge of the Navy/ Marine Corps aviation command structure, function and scope of external activities (NAVAIR, NAVICP), their relationships, and how they interface with D-level, I-Level, and O-level aviation activities; 4) Negotiating with management to accept and implement recommendations for the agency which requires extensive changes in the established procedures.
