About the Position: The incumbent performs a wide variety of specialized technical and administrative tasks in support of the Military Human Resources (HR) responsibility for Tripler Army Medical Center (TAMC), Desmond Doss Health Clinic (DDHC) and Soldier Recovery Unit (SRU). This position is located in the Human Resources Division at Tripler Army Medical Center, HI.
Duties
Serves as a critical staff advisor and command expert regarding multiple facets of military personnel management within the command.
Manages military personnel (enlisted/officer) strength within the organization.
Gathers input from military personnel applications utilizing military HR personnel databases.
Provides staff level personnel advisory services throughout the command.
Reviews changes in legislation and DOD and higher-level component policies and regulations.
Plans work to be accomplished by subordinates, sets and adjusts short-term priorities, and prepares schedules for completion of work.
Identifies developmental and training needs of employees.
Requirements

Minimum Qualification for GS-09:
Specialized Experience: One year of specialized experience which includes applying Military Personnel Management or Military Human Resources Management (HRM) laws, methods, principles and practices assisting advisory services to enlisted soldiers and officers, maintaining records database for military personnel records. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07).
OR
Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Human Resources Management.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.
Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-07).
Minimum Qualifications for GS-11:
Specialized Experience: One year of specialized experience which includes Planning or organizing the operation of various military personnel programs. providing guidance or interpretation on current or proposed policies for assigned for military personnel programs; and ensuring that personnel actions are in compliance with applicable regulations. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).
OR
Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Human Resources Management.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
