The selectee of this position serves as a Human Resources Specialist (Compensation) responsible for serving as the United States Marshals Service (USMS) expert on laws and regulations in pay administration. The incumbent supports management's initiatives in developing effectives compensation and payroll process.
This position is located in the Human Resources Division (HRD) / Arlington, VA.
Duties
As a Human Resources Specialist (Compensation) at the GS-0201-13 grade level, some of your typical work assignments may include, but are not limited to, the following:
Serving as a subject matter expert and is accountable for providing advice and guidance on USMS payroll and compensation programs.
Creating and updating compensation and payroll policies and guidelines for USMS/HRD.
Analyzing, resolving, and processing particularly complex, sensitive, unprecedented, or unusual issues that involve proposed pay, leave, and debt legislation.
Providing guidance and training to Human Resources Specialist and Assistants on compensation management practices and techniques.

Requirements
- Must be a U.S. Citizen or National.
- Must pass a pre-employment drug screening and background investigation.
- Must be able to obtain and maintain a favorable determination of suitability for a Public Trust position.
- May be required to successfully complete a trial/probationary period.
- Status Candidates must meet time-in-grade requirements (52 weeks at the next lower grade level).

Qualifications
TIME-IN-GRADE REQUIREMENTS: Merit Promotion and Veterans Employment Opportunity Act (VEOA) Status applicants must provide an SF50 Notice of Personnel Action that indicates proof of status and time-in-grade eligibility. The SF50 must include the position, title, series, grade, step, tenure, type of service (Competitive or Excepted) and career status (career or career-conditional). No award SF50 will be accepted as proof of status and time-in-grade eligibility.
One year at the GS-12 grade level is required to meet the time-in-grade requirements for the GS-13 grade level.
MINIMUM QUALIFICATIONS: To be considered minimally qualified for this position, you must demonstrate that you have the education and/or experience required for the grade level(s) to which you apply.
To qualify at the GS-13 grade level, you must meet the following:
Specialized Experience: Experience that equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. You must have at least one year (12 months) of specialized experience equivalent to at least the GS-12 grade level in the Federal service performing the following duties:
Applying compensation principles, practices, and regulations when setting and adjusting employee pay;
Providing compensation advice and consultative services regarding premium pay entitlement, pay schedule adjustments, pay limitations, allowances, Fair Labor Standards Act, settlement of claims, etc.
Interpreting a variety of regulations, policies, and laws regarding compensation to measure organizational impact; and
Developing written correspondence, policies, and/or standard operating procedures regarding an organization's payroll and compensation program.
