You will serve as a PROGRAM ANALYST in the MILITARY SEALIFT COMMAND (MSC), DIRECTORATE SHIP MANAGEMENT (DSM), SEALIFT SHIPS (PM51), SURGE SEALIFT (PM51) of MILITARY SEALIFT COMMAND.
Duties
You will coordinate program strategic-planning and quality processes.
You will develop program briefings for internal and external customers.
You will review and analyze department program work flow.
You will advise on the distribution of work among positions and the appropriate staffing levels and skills mix.
You will prepare briefing product daily report on the readiness of ships.
You will collect and analyze data pertinent to outsourcing and commercial activities and decision making.

- Travel is a requirement for this position and may exceed 10%.
- Travel is required to various work sites which includes both Continental united States (CONUS) and Outside Continental United States (OCONUS) locations as well as ships at sea and inv various ports worldwide.
- The incumbent must be able to obtain and maintain a U.S. Government passport for official OCONUS travel.
- Overtime may be required.
- You will be required to obtain and maintain a current valid United States driver’s license.
- A maritime-related education combined with commercial ship experience equivalent to an advanced degree is highly desirable.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience performing review and analysis of major programs and preparing evaluative material for use of management officials in program review and evaluation presentations. Experience reviewing and tracking planning efforts of all program maintenance and repair efforts to include: short and long range work plans, lifecycle sustainment plans, class alterations/modernization initiatives, maintenance budgets, and schedules for implementing repair plans on vessels. Experience coordinating Maintenance and Repair (M&R) periods, and managing, coordinating, and analyzing multi-faceted critical, highly complex projects and/or activities. Experience with Financial Management Systems as required to support the enterprise business operations, and development of budget projections, monitoring of budget execution, review and approval of invoices.
