You will serve as a SUPERVISORY ENGINEERING TECHNICIAN in the Surface Fire Control/Guns Branch (294), Combat Systems (Weapons) Division (290), Chief Engineer Code 200A, Engineering Department Code 200 of MID ATLANTIC REGIONAL MAINTENANCE CTR.

Duties

You will communicate and collaborate with the Navy's technical warrant holders (TWH), ship design managers (SDM) and in service engineering agents (ISEAs) on technical matters involving the naval systems under your cognizance. You will draft and issue reports addressing technical issues or concerns regarding branch assigned systems to proactively promote improvements. You will establish and maintain metrics and measures that are aligned in support of command, department, division and branch initiatives and goals. You will be responsible for developing, implementing branch long term strategic objectives, and goals for the purpose of sustainment, stability, quality, capability and capacity to meet mission demands. You will manage available resources to provide engineering, technical, and logistics support to accomplish assigned Fleet maintenance and modernization tasks. You will forecast branch workload and resource requirements and manage assigned reimbursable projects and tasking within budgeted controls and approved schedules.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
  • You will be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes continuously for the duration of the work shift.
  • You will be required to successfully complete a pre-appointment physical examination.

Qualifications

Your resume must demonstrate at least one year of Specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience analyzing findings and developing recommendations in the adjustment of program plans, objectives, and resourcing to accommodate changes in a complex integrated work plan. Experience using guidelines and manuals to create briefing reports for higher level presentation and naval correspondence. Experience organizing, directing, and supervising a varied workforce composed of engineers, technicians, and contractors. Experience applying military/civilian regulations, policies, federal regulations governing personnel practices, travel, security, funds administration, federal acquisitions regulations, modernization and procurement policies. Experience applying fleet maintenance and modernization regulations, in order to plan and coordinate modernization initiatives such as Habitability, RMMCO, AIT and ACE responsibilities.
