Duties

You will apply applications software principles and methods sufficient to support the maintenance of existing applications software. You will participate on a team designing/developing/testing/implementing software for less complex programs, such as modifying input forms. You will develop flow diagrams and/or pseudo-code. You will develop structured testing techniques to conduct application software design analysis. You will design and develop software solutions through optimal use of reusable components. You will test/debug and evaluate vendor-supplied modifications to existing systems software and submit complete applications software to project leader/supervisor.

  • This is a DoD Cyber Workforce Framework position, primary role of 621-Software Developer, proficiency level Intermediate. You will be required to maintain qualifications in accordance with DON Cyber Workforce Program requirements of SECNAV M-5239.2.

Qualifications

You must have one year of information technology related experience in the federal service or private or public sector demonstrating the following four competencies, as defined: 1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. 2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. 3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. 4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. For GS-09: In addition to the four competencies above, your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Providing maintenance support to existing software applications; 2) Testing and/or debugging programs according to detailed requirements; and 3) Using standards and specifications associated with an integrated learning environment, SCORM, xAPI, and Advanced Distributed Learning (ADL) to design and develop IMI web-based training in the latest generation design. NOTE: This information must be fully supported in your resume. For GS-07: In addition to the four competencies above, your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-05 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Documenting and tracking application software issues to report to management; 2) Utilizing various software (i.e. word processing, graphics, spreadsheets, database management systems etc.) to create and/or update documents, databases, and spreadsheets including JavaScript, JSON, and XML; and 3) Applies established application software methods and procedures to identify and/or resolve basic application software issues and problems .NOTE: This information must be fully supported in your resume. Education

GS-09 position: You may also qualify based on the following education:

Successfully completed a masters or equivalent graduate degree from an accredited or pre-accredited institution in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management; or, graduate education that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks.
OR
Successfully completed 2 full years (36 hours) of progressively higher graduate level education leading to a master's degree or equivalent graduate degree from an accredited or pre-accredited institution in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management; or, graduate education that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks.

GS-07 position: You may also qualify based on the following education:

Successfully completed 1 full year (18 hours) of graduate level education from an accredited or pre-accredited institution in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management; or, graduate education that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks.
OR
Successfully completed a bachelor's degree with superior academic achievement from an accredited or pre-accredited institution in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management, and my education has equipped me with the competencies/knowledge, skills, and abilities necessary to do the work of this position as described in the job opportunity announcement.
