This position, located at the Oklahoma City Health Care System, Pathology and Laboratory Medicine Service (PLMS), serves to plan, schedule, and carry out the administrative oversight of the PLMS contracts, education/training, quality improvement and quality assurance for efficient, high- quality patient care.

Duties

Major duties of this position include but are not limited to... Frequently meets with PLMS and Medical Center leadership, advising them on issues affecting the delivery of health care in PLMS and the resultant impact on the Medical Center Analyzes information that is unique to the Health Care System with its broad program missions, complex administrative management problems, rapid fluctuation in various program priorities and requirements, and the many conflicts between program requirements and available resources Maintains and improves systems of delivering health care by developing better programs and policies, improving utilization of resources, designing, and overseeing needed changes and being a catalyst for the many clinical programs and contract(s) in the Service Manages and coordinates all the required actions for over 30 complex medical contracts, including interaction with local, VISN and National contracting to establish and procure needed services and equipment Works with local and VISN contracting to develop solicitations, evaluations, and negotiating contracts for furnishing products, services, construction, or research Recommends adjustments to and verifies the need for negotiated contracts, working with the Administrative Officer to ensure contracts meet all operational and clinical needs within the assigned Sections, while maintaining fiscal responsibility of resources Serves as a Fund Control Point (FCP) official in coordination and collaboration with the Administrative Officer and Service Chief; exercises fiscal management responsibility of in preparing and developing the budget obligations and forecasting for all PLMS contracts Plans and coordinates changes in workload to meet deadlines and maintain a smooth workflow; sets and adjust short-term priorities Evaluates education and training performance and develops standards specific to each section's needs and objectives Coordinates and analyzes internal review activities of PLMS to ensure that both clinical and administrative functions adhere to VACO directives, contracting directive and standards issued by various accrediting and regulatory groups including the Joint Commission, the Office of Inspector General, the General Accounting Office, etc. Serves as the PLMS point of contact for Office of Quality Safety, and Values (OQSV) related issues and compliance requirements Responsible for Environment of Care rounds and inspections for all of PLMS; coordinates with section representatives to monitor, corrected and identify all EOC related items and areas Work Schedule: Monday-Friday, 7:30am-4:00pm or 8:00am-4:30pm Virtual: This is not a virtual position. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 03/18/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07 level. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade of GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to....knowledge of quality assurance and administrative processes of data collection for quality reviews; knowledge of data analysis and completion reports by determining what is required utilizing VA regulations, local memoranda, and consultation with VA administrative staff; knowledge of a wide range of analytical skills to identify the efficiency of many complex programs (administrative, professional, and clinical), and must be competent in understanding the role of each hospital-wide program and the interrelationship between PLMS goals and facility goals; knowledge of purchasing, inventory, and equipment selection; knowledge of all EEO activities; knowledge skill used in developing, initiating, and implementing an effective ongoing program to monitor, evaluate and improve quality, performance and appropriateness of healthcare delivered to both inpatient and outpatient Veteran populations; knowledge of contracts and payments systems used with the VA and the PLMS Sections; ability to interpret rules, regulations, policies, and procedures to make sound decisions, using good judgment; ability to cope with wide variety of problems and to resolve them quickly and decisively; knowledge of credentialing and regulatory groups (e.g., Joint Commission on the Accreditation of Health Care Organizations, Occupational Safety and Health Administration, etc.) and the ability to reconcile contradictory requirements in preparing staff recommendations and/or coordinating clinical and administrative services, and must have thorough knowledge of the following processes: acquisition management; service line rules and regulations; physician and professional research funding processes; contracting processes; cost accounting and containment processes; fiscal rules and regulations; various construction processes; personnel management; veterans eligibility processes, clinic bylaws and health care ethics, quality assurance standards for acute and outpatient care, Joint Commission regulations, and CAP standards for the service's specialized laboratories...OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related... OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond the graduate-degree level. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required. Occasional travel may be required. Even though most of the work is performed in an office environment, applicant may be required to stand or walk for prolonged periods of time. There is a moderate amount of walking involved, with infrequent bending, lifting, and stooping. Vision should be sufficient to read from a computer screen for prolonged periods without excessive fatigue.
