Duties
Serves as a first line supervisor within the DFAS Human Resources' Learning and Development Division (LDD) in managing, administering and developing organization wide professional and/or technical development training programs for the Agency.
Develops/sustains initiatives focusing on technical training in areas such as financial management, accounting, data analysis, and information technology.
Analyzes data and customer feedback to determine impact and effectiveness of training programs, ensuring competency development is in concert with Agency’s strategic plans.
Partners with organizational leaders and functional experts to assess training gaps; develops options/proposals for gap closure strategies, learning solutions and training program changes to meet Agency mission.
Prepares studies, analyses, statistical reports and briefings to keep management informed of LDD program development, implementation and assessment.
Performs the full range of supervisory responsibilities, directs assignment and review of work, identifies training needs, implements EEO and HR policies, evaluates employee performance, and takes corrective action as needed.

Qualifications
One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-12) within the federal service, which demonstrates the ability to perform the duties of the position, is required.
Specialized experience is defined as providing advisory services to management regarding organization-wide professional development programs in areas such as leadership and/or professional/technical development disciplines in a business environment. Work must include examples of applying adult learning principles in advising management regarding learning and development (L&D) needs, developing learning programs and curricula, and developing plans for the expansion, improvement, or implementation of L&D programs in a business setting.
Time-in-Grade: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. Applicant must have served 52 weeks as a GS-12 or higher grade in Federal Service.
