About the Position: Serves as a senior staff-level Civilian Human Resources (HR) Specialist with responsibility for providing technical advice and guidance regarding a wide variety of civilian HR program areas to all levels of management officials within the IMCOM Readiness enterprise consisting of 24 assigned garrisons.

Duties

Prepares and presents reports and briefings on program status and/or recommended actions to managers and senior leaders.. Provides advice on policy, directives, and guidelines on a full range of matters pertinent to assigned functions. Provides HR advisory services on command-wide issues to leadership and field HR offices on a variety of major interrelated operational problems. Analyzes and evaluates current human resources trends to identify and forecast staffing challenges and future mission demands. Provides advice and assistance to management officials within the ID supported installations on Civilian Human Resources management issues or problems impacting the civilian workforce.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
  • Appointment to this position is subject to a one-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
  • This position has a Temporary Duty (TDY) or business travel requirement of 25% of the time.

To qualify at the GS-12: I have one year of specialized experience equivalent to at least the GS-11 grade level in the Federal service which includes analyzing policies and procedures involving at least one of the following human resources disciplines: recruitment and staffing, classification and position management, pay, leave/benefits/retirement, employee relations, performance management, awards or workforce development; researching and evaluating criteria to resolve human resources issues; utilizing effective communication, both verbally and in writing, to develop briefings, reports, and correspondence. his definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). To qualify at the GS-13: One year of specialized experience which includes analyzing policies and procedures involving at least three of the following human resources disciplines: recruitment and staffing, classification and position management, pay, leave/benefits/retirement, employee relations, or performance management; researching and evaluating criteria to resolve complex human resources issues; utilizing experience and human resources knowledge to ensure compliance with existing policies and procedures; utilizing effective communication, both verbally and in writing, to develop and deliver briefings, reports, and correspondence. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
