Duties

You will provide technical liaison between the contractors and the Contracting Officer. You will receive department service contract needs, develop and review Performance Work Statements (PWS) and Independent Government Estimates (IGEs) based on submissions from departments. You will provide contract personnel with interpretation and explanation of specifications, requirements, and terms and conditions as they relate to contracts. You will maintain contract file system from development, pre-award, post-award, and termination of closure.

Requirements

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment
  • You will be required to obtain and maintain a current valid United States driver’s license.
  • This is a bargaining unit position.

Qualifications

I have one year of specialized experience equivalent to the next lower grade level (GS-9) or pay band in the federal service or equivalent experience in the private or public sector such as: *Experience preparing and maintaining technical and administrative reports on contractor's performance, violations, and deficiencies noted and submits monthly reports to the Contracting Officer. *Experience maintaining a file for each assigned contract to include specific material, i.e. letter of designation, documentation of COR duties/responsibilities, COR appointment letter, complete copy for the contract, Quality Control Plan (QCP), Quality Assurance Surveillance Plan (QASP), COR nomination, appointment, and termination memos, all orders and contract modifications. *Experience analyzing the full range of performance evaluation methods, surveillance plans and techniques, and principle, procedures, and regulations as related to surveillance of contractor performance. *Experience communicating orally and using written communications sufficient to prepare written guidance and decisions; to explain requirements to contracting personnel, contractors, or either level reviewing officials; and to conduct training. *Experience utilizing planning, programming, budget, and execution system to ensure funding allocations are compliant with contract requirements. 3 full academic years of progressively higher level graduate

or

Ph.D. or equivalent doctoral degree

or

LL.M., if related.
