You will serve as a HUMAN RESOURCES SPECIALIST in the office of the DIRECTOR, CIVILIAN HUMAN RESOURCES (CODE N00CP) of Commander, Navy Reserve Force, a Department of Navy Echelon 2 major command.
Duties
You will evaluate complex, sensitive, or controversial operational issues, conducting thorough research as required, and develop alternative solutions.
You will advise managers on the use of position classification options (e.g., accretion of duties, position re-descriptions, position reviews).
You will interpret and apply laws, regulations, and policy/guidance related to appointing authorities and eligibility requirements.
You will extend tentative offers and provide information to selectees on pay and compensation, benefits, and pre-employment requirements.
You will coordinate a variety of recruitment services and advise management on complex recruitment and compensation strategies.
You will initiate and review a variety of personnel action requests.
Requirements

- Must be determined suitable for federal employment.

Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the next lower grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
GS-11: Experience Interpreting and applying Office of Personnel Management position classification standards; Experience advising management on position classification processes; Experience preparing written evaluation statements. Experience providing complex advisory services in recruitment strategies, compensation strategies, and priority placement; Experience interpreting and applying Office of Personnel Management qualification standards; Experience researching and applying laws, regulations, and policy/guidance relating to appointment authorities, eligibility requirements, and pay setting. Experience reviewing and processing personnel action requests.
GS-09: Experience applying Office of Personnel Management position classification standards to positions in order to determine appropriate pay plan, occupational series, title, and grade level; Experience preparing or reviewing evaluation reports. Experience providing staffing, recruitment, and compensation services; Experience applying Office of Personnel Management qualification standards; Experience researching laws, regulations, and policy/guidance relating to appointment authorities, eligibility requirements, and pay setting. Experience reviewing personnel action requests for accuracy and completeness; Experience maintaining staffing and recruitment case files.
