You will serve as a HUMAN RESOURCES SPECIALIST (INFORMATION SYSTEMS) in the Military Sealift Command (MSC), Total Force Management
Program Office (N1), Civilian Workforce Policy and Sustainment Division (N11), Recruitment/Staffing and CIVMAR Processing Branch (N11B), Marine Processing (N11B3) of MILITARY SEALIFT COMMAND.
Duties
You will be responsible for implementing and supporting Military Sealift Command (MSC) procedures and processes related to and supporting Civil Service Mariner (CIVMAR) payroll processing by Defense Finance and Accounting Service (DFAS).
You will be responsible for reviewing and maintaining CIVMAR personnel records in the Defense Civilian Personnel Data System (DCPDS).
You will be responsible for processing actions and developing and maintaining reports and records in other supported systems under related MSC Human Resources (HR) programs.
You will serve as a HR Specialist or troubleshooter for the CIVMAR Human Resources Office (HRO), Customer Service Representatives (CSR) activity points of contacts (POC) on personnel issues with responsibility for resolving problems.
You will analyze data points, circumstances, and determine the best course of action.
You will interface with DFAS to resolve pay issues that affect CIVMAR personnel records, to include non-pay status reports. and analyze issues and determine whether resolution of issues require internal system changes and recommend those changes.

Qualifications
GS-11
Your resume must demonstrate at least one year of specialized experience at or equivalent to the 09-grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience can be defined as:
Experience working with the Office of Civilian Human Resources (OCHR) San Antonio to correct and resolve CIVMAR record issues in DCPDS and perform quality checks against information within the database, performs quarterly personnel reconciliations, monitor system suspense's, and taking appropriate actions regarding the suspense items.
Experience disseminating guidance on changes to the DCPDS System (to include patch documentation, Systems Advisory Notices), Guide to Processing Personnel Actions, and Payroll Advisories; serves as a custodian of the Official Personnel Folders (OPF) for all CIVMAR and uses HR Link to pull daily and weekly reports for key errors, TSP, Pay New/Reject, etc. and to make necessary changes.
Experience producing, monitoring, and reviewing the various DCPDS system reports in order to provide quality review of personnel and position records for the CIVMAR population including discrepancies, rejected actions, and invalid actions and coding.
Experience developing technical documentation to train lower graded personnel on established practices and uses of the system sufficient to develop and maintain manuals, instructions, and operating procedures for processing personnel actions.
Experience testing actions, troubleshooting, and finding workarounds as needed within HR systems.
GS-09
Your resume must demonstrate at least one year of specialized experience at or equivalent to the 07-grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience can be defined as:
Experience monitoring and answering all personnel emails as well as any DCPDS emails and interpreting DCPDS requirements and changes as they affect CIVMAR personnel and payroll administration procedures.
Experience ensuring that transactions and record updates are processed accordingly through to DFAS so that employees are appropriately paid.
Experience resolving rejects and incorrect information without assistance and will notify the appropriate HR Assistant (Information Systems) personnel for action.
Experience creating accurate personnel and position records in DCPDS for all newly hired CIVMAR employees and building personnel and position records in DCPDS, calculating the service computation date from available records, and requesting previous Federal and military records when necessary.
Experience creating the RPA and processes through to generation of the Notification of Personnel Action (NPA) and reviews all new hire forms for accuracy to make sure that all required new hire forms are entered in the eOPF and when building personnel and position records, ensuring that all required data elements are entered into DCPDS accurately.

- Successful completion Ph.D. or equivalent doctoral degree
or
- Successful completion of 3 full years of progressively higher-level graduate education leading to a Ph.D. or equivalent doctoral degree.

- Successful completion of a master's or equivalent graduate degree
