Duties
Typical work assignments include:
Responsible for the development, administration, and implementation of compensation and pay administration for CISA.
Administers the DHS pay administration programs for the CISA in accordance with governing laws, regulations, and policies.
Provides expert advice and guidance on pay administration policy, issues, practices, and guidelines when complex issues require substantial interpretation and there is potential for controversy or there may be an impact throughout the agency.
Advises leadership regarding annual regulatory compliance requirements, compensation flexibilities to fill hard to fill, critical positions.
Develops CISA guidance and procedures relating to the various programs as administratively uncontrollable overtime (AUO), Fair Labor Standards Act (FLSA), overtime, Sunday and holiday pay, night differential, etc.
Provides training and guidance on processing personnel actions, correcting historical personnel records.
Provides expert advice and guidance on the Guide to Processing Personnel Actions
Serves as a troubleshooter, providing authoritative advice, assistance, and guidance on compensation and personnel processing not readily resolved by traditional processes and procedures.
Qualifications
To be considered minimally qualified for this position, you must demonstrate that you have the required experience for the respective grade level in which you are applying.
You qualify for the GS-14 grade level, if you have:
EXPERIENCE: At least one (1) year of specialized experience at the GS-13 grade level (or equivalent) performing the following duties:
Providing technical oversight and advisory services in the areas of human resources personnel processing and compensation; and
Monitoring legislative and regulatory changes in compensation; and
Providing solutions to complex issues related to pay, entitlements, and/or processing of personnel actions.
National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Time-in-Grade Requirements: Under competitive merit promotion procedures, any individual who is currently holding, or who has held within the previous 52 weeks, a General Schedule position under a non-temporary appointment in the competitive or excepted service, must meet "time-in-grade" requirements (have served 52 weeks at the next lower grade of the grade for which you are applying).
