Duties

As a PROGRAM ANALYST (PLANNING AND DEVELOPMENT) you will be responsible for the following duties:

Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills and abilities necessary to successfully perform the duties of the position. You must have specialized experience sufficient to demonstrate that you have acquired all the competencies necessary to perform at a level equivalent in difficulty, responsibility, and complexity to the next lower grade (GS/ GG-13) in the Federal service and are prepared to take on greater responsibility. Generally, this would include one year or more of such specialized experience. Specialized experience for this position includes: Extensive knowledge, and understanding with personnel security, suitability, and Department of Defense (DoD), National Industrial Security Program (NISP) and National policy, and processes to include pertinent DoD, NISP and federal statutes, regulations, guidelines, and instructions governing the personnel security program. Experience with counterintelligence, industrial security, insider threat, physical security, special access programs, and security education training awareness, quality assurance and related functions. Extensive technical competence dealing with Defense Information System for Security (DISS). Specifically you will be evaluated on the following competencies: 1.Personnel Security - Develops and/or establishes Security policies, procedures, or methodologies for core Security principles of personnel security or insider threat. Evaluates internal and external security policies and ensures consistency with regulatory requirements. 2.Technical Competence - Uses knowledge that is acquired through formal training or extensive on-the-job experience to perform one's job; works with, understands, and evaluates technical information related to the job; advises others on technical issues. 3.Planning and Evaluating - Organizes work, sets priorities, and determines resource requirements; determines short- or long-term goals and strategies to achieve them; coordinates with other organizations or parts of the organization to accomplish goals; monitors progress and evaluates outcomes. 4. Self-Management - Sets well defined and realistic personal goals; displays a high level of initiative, effort, and commitment towards completing assignments in a timely manner; works with minimal supervision; is motivated to achieve; demonstrates responsible behavior.
