This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: Recruiting for a Logistics Management Specialist, NH-0346-03, position at the JPEO-CBRND Medical. Selectee will be assigned to the CBRN Medical. The NH-03 pay band encompasses grades 12 and 13 under the General Schedule (GS) system.
Duties
Serves as the Logistics Management Specialist responsible for leading and conducting logistics management tasks for assigned medical acquisition programs of the Chemical, Biological, Radiological, and Nuclear (CBRN) Medical Joint Project Management Office reporting directly to the Director, Medical Logistics.
Communicates effectively in writing and in person-to-person contacts to communicate with various levels of technical, professional, management, and administrative personnel.
Prepares, briefs, and defends systems decision papers or other decision documents at each milestone or IPR in the life cycle of the project.
Conducts appropriate cost analyses to validate the product support strategy, including cost-benefit analyses as outlined in Office of Management and Budget Circular A-94.
Provides overall direction and guidance for the development and implementation of a comprehensive product support strategy for the materiel system throughout the system life cycle.
Applies a high degree of managerial and technical knowledge as well as a thorough knowledge of Lifecycle logistics concepts/activities and the defense acquisition process required for effective management of product support for assigned programs.
Develops appropriate performance metrics for product support arrangements and product support functions and provides a reporting and evaluation system to determine product support effectiveness.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
- One year trial/probationary period may be required.
- You will be required to provide proof of U.S. Citizenship.
- Financial Disclosure Statement OGE Form 450 is required pre-employment and annually thereafter in accordance with DoD Directive 5500-7-R.
- Selectees must meet position requirements for LOG 465 Executive Product Support Manager's Course within 24 months of appointment.
- Selectees must meet position requirements for certification at the Advanced level in the Acquisition Career Field "Life Cycle Logistics" within 60 months of entrance on duty.

To qualify based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as: 1) Providing authoritative advice on integrated production support throughout all phases of the acquisition lifecycle; 2) Tailoring regulations, formal guidance, and processes specific to program and program deliverables; 3) Overseeing the planning and implementation of product support efforts to ensure the best use of available resources; 4) Fielding and maintaining total accountability of assigned equipment appropriate to the program. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service NH-02 (GS-11).
