The primary purpose of this position is to serve as management Operations Analyst and advisor for upper management on various effectiveness of organizational support and objectives.

Duties

Prepares consolidated management reports, decisions, recommendations, and analysis submitted by review teams, groups and or specialists in assurance of the policies, procedures, and processes. Actively participates in management operations functions and performs special assignments related to the organization. Provides recommendations to senior management officials and procedures that will be implemented across the organization in a variety of areas. Maintains a continuous liaison with other organizations, and geographically separated organizations and their installations.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for Positions, Management and Administrative Positions . SPECIALIZED EXPERIENCE: Applicants must have or will have within 120 days at least one year (52 weeks) of specialized experience which is equivalent to Federal experience at the next lower pay band (NH-02) level, next lower pay grade (GS-11) or equivalent in other pay systems. Specialized experience includes: Planning and conducting complicated, comprehensive analytical studies of organizations to improve organizational processes and procedures. Maintain program and administrative reference materials, project files. Ability to recognize and analyze complex problems, conducts research, summarize results, provide alternatives, and make appropriate recommendations. Ideal Candidate: Has a mastery of a variety of qualitative and quantitative methods and analytical and evaluative techniques for the measurement, assessment, and validation of the effectiveness of contracts for the Fighter and Advance Aircrafts and Bombers Directorate. Thorough knowledge of the mission, roles, functions, organizational structures, and operation of the DoD, Air Force, and AFLCMC that govern, interface with, and/or influence the contracting process. Knowledge of the Federal Acquisition Regulations, Executive Orders, DoD, AF, and MAJCOM policies, regulations and procedures and a wide range of contracting methods and types. Knowledge of written and oral communication principles, concepts, and techniques; knowledge and skill sufficient to establish and maintain effective working relationships. Ability to recognize and analyze complex problems, conducts research, summarize results, provide alternatives, and make appropriate recommendations. Employee must have knowledge in government travel systems, ATAAPs, and other government systems utilized for travel, pay & leave. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of a comprehensive range of AF functions, policies, procedures, practices, concepts, and theories related to the mission, management, and operation of organizations to provide high level staff guidance and that govern, interface with, and/or influence the contracting process. 2. Knowledge of the laws, regulations, policies and procedures pertaining to industrial security programs, safety and human resources, and general knowledge of facilities management, information technology, management operations and AA&S contract management objectives. 3. Knowledge of a wide range of principles, practices, and quantitative and qualitative evaluative techniques used in project analysis to identify, evaluates, resolve, and present issues or problems to isolate discrepancies or identify trends that impact organizational mission objectives both operationally and strategically. 4. Skill to use, manipulate, and or synthesize various data systems and sources of information to cross-correlate data and metrics to evaluate data within the context of operational environment, develop course of action to better support mission objectives, select and coordinate with appropriate parties of interest, and champion organizational opportunities in the corporate process. Skill in negotiating with management to accept and implement recommendations when they involve substantial resources, extensive changes, or conflict with organizational desires. 5. Ability to recognize and analyze complex analytical problems, conducts research, gather, assemble, and analyze facts; draw conclusions; conduct analysis; devise recommended solutions; and summarize results of the entire process in briefings, papers, or reports suitable for top management use and decision-making. 6. Ability to communicate effectively, both orally and in writing, negotiates complex issues, and maintains good working relationships. Ability to plan, organize work and meet deadlines. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.You will receive credit for all qualifying experience, including volunteer experience.
