You will serve as a PROGRAM ANALYST (BUSINESS SERVICES) in the MILITARY SEALIFT COMMAND (MSC), DIRECTORATE SHIP MANAGEMENT (DSM), AND DIRECTORATE SHIP MANAGEMENT (DSMB) BUSINESS SUPPORT GROUP of MILITARY SEALIFT COMMAND.

Duties

You will work under guidance and close supervision collecting and compiling budget and program data, budget execution review, and monthly, quarterly, and annual reports. You will assist in the development of work products utilizing authorized software (Microsoft Office, Word, PowerPoint, Excel, Access, Project, and other financial systems. You will work with Program Managers and other DSM personnel to support with processing purchase requests from initial request to finalization and receipt of product or service. You will perform a variety of clerical, administrative and technical duties/responsibilities in support of management with the intent of accomplishing the administrative requirements of the organization to which assigned. You will ensure transactions match exactly (vendor, dates, dollar amounts, requisition numbers, PO/PR, etc.).

Qualifications

For GS 07: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS 05 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience collecting and compiling budget and program data, budget execution review, and monthly, quarterly, and annual reports. Experience handling the transactional reconciliation with DSM to support the command mission. Experience Receiving, validating, coding, and recording a variety of obligating documents. Experience reviewing and matching all key supporting documents related to each transaction from USBank/ERP or other financial systems. Experience providing support to PMs/RMs in analyzing procedure such as writing procedures, SOPs, operating procedures, and technical procedures. Experience using work products such as Navy Marine Corps Intranet (NMCI) software (Microsoft Office, Word, PowerPoint, Excel, Access, Project, Navy Enterprise Resource Planning (ERP), Wide Area Workflow (WAWF), Procurement Management Tool (PMT), and other financial systems. For GS-5: Your resume must demonstrate at least one year of general experience at or equivalent to the GS 04 grade level or pay band in the Federal service or equivalent experience in the private or public sector. General experience must demonstrate the following: Experience collecting and compiling budget and program data, budget execution review, and monthly, quarterly, and annual reports. Experience handling the transactional reconciliation with DSM to support the command mission. Experience Receiving, validating, coding and recording a variety of obligating documents. Experience assisting senior analyst on specific administrative matters to recommend courses of action where necessary within the department. Experience using work products such as Microsoft Office, Word, PowerPoint, Excel, Access. 1 full year of graduate level education

or

superior academic achievement

For GS 05: In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:
  • 4-year course of study leading to a bachelor's degree
