Duties

As a PROGRAM MANAGER (RED TEAM) at the GS-0340-13/14 some of your typical work assignments may include: This position is in the Red Team Division (NE-MAR), Mission Assurance Department (NE-MA), Nuclear Enterprise Directorate (NE), Defense Threat Reduction Agency (DTRA), and serves as the Senior Ground Operations Program Manager of the Red Team Division's Ground Operations Branch. The incumbent serves as the Subject Matter Expert (SME) on Red Team ground operations processes and methodologies, to include physical access, elicitation, and employment of technologies. The incumbent is responsible for overseeing these Red Team Program ground-based functions and coordinating with managers across the Division to facilitate the integration of all Red Team efforts; ultimately, conducting assessments to identify vulnerabilities across the spectrum of DoD's priority assets and missions. The incumbent serves as the ground operations SME and senior advisor, providing expert high-level technical advice and counsel to the Red Team; NE-MA Department; NE Directorate; DTRA Leadership; Special Operations partner organizations; and customers such OSD, combatant commands (COCOMs), Services, and Agencies; as well as other DoD experts, frequently at the General Officer, Flag Officer, Senior Executive Service (GO/FO/SES) level. The incumbent is responsible for overseeing the strategic direction, operational resourcing, and daily activities of a several multi-disciplined ground operations teams while developing, refining, and enhancing Red Team methodologies to ensure the Red Team process continuously evolves and grows. In coordination with other Red Team managers, oversees the fusion of strategic, operational, and tactical information across the spectrum of analytical, physical, and cyber domains, to develop actionable information in physical and cyber spaces, resulting in optimized Red Team assessments and projects. Incorporates processes, findings, and best practices from analytical, physical, and/or cyber assessments into organizational processes, products, and practices. Develops and documents ground operations policies and training procedures to enable legal and accurate assessments. The incumbent is responsible for coordinating the direction of the Program's Ground Operations Branch in coordination with Division Leadership and the Program's customer(s); providing Red Team functional expertise while overseeing the facilitation each assessment and project; ensuring the team operates in concert with the identified objectives and Red Team authorities. Responsible for providing resources to several multi-disciplined teams for each phase of the assessment process and working with managers to ensure continuous integration of analytical, physical, and cyber teams. Communicates actionable events, milestones, and/or programmatic issues under review, and manages all deadlines and timeline requirements for completion to Red Team leadership, customers, and other stakeholders. The incumbent identifies objectives, priorities, and resources within the framework of agency policies and missions. Develops, validates, operationalizes, and documents methodologies and training specific to the Red Team ground operations function. Conducts presentations or briefings on aspects of Red Team functions, capabilities, responsibilities, and program results. The candidate selected will be required to travel up to 30% of the year to oversee the application of the ground operations process and methodologies and/or conduct high level meetings with partners, customers, or other DoD officials. Performs other duties as assigned.

  • This position is emergency-essential (EE), and cannot be vacated during a national emergency or mobilization, therefore, the incumbent, or designated alternate, is required to be screened from military recall status
  • This position authorizes the incumbent to carry a firearm. Any person who has been convicted of a misdemeanor crime of domestic violence cannot lawfully possess a firearm or ammunition (Title 18, U.S.C., Section 922 (g) (91)

Qualifications

You may qualify at the GS-13, if you fulfill the following qualifications: One year of specialized experience equivalent to the GS-12 grade level in the Federal service: Experience in execution of complex operational offensive physical and/or cyber programs or projects, with minimal supervision or instruction; Experience planning, preparing, and conducting operations with US Army Special Operations Forces; Experience identifying objectives, priorities, and resources within the framework of agency policies and missions, with minimal supervision or instruction; Experience identifying and mitigating risk through activities, methods, or use of technologies that require additional authorizations, with minimal supervision or instruction; Experience communicating orally or via written briefs all actionable events, milestones, and/or programmatic issues under review, to senior leadership, customers, and other stakeholders, with minimal supervision or instruction, and; Experience developing, validating, operationalizing, and documenting methodologies and training specific to the mission team, with minimal supervision or instruction. You may qualify at the GS-14, if you fulfill the following qualifications: One year of specialized experience equivalent to the GS-12 grade level in the Federal service: Experience in providing oversight to and execution of complex operational offensive physical and/or cyber programs or projects; Extensive experience planning, preparing, and conducting operations with US Army Special Operations Forces; Extensive experience identifying objectives, priorities, and resources within the framework of agency policies and missions; Extensive experience identifying and mitigating risk through activities, methods, or use of technologies that require additional authorizations; Extensive experience communicating orally or via written briefs all actionable events, milestones, and/or programmatic issues under review, to senior leadership, customers, and other stakeholders; Experience developing, validating, operationalizing, and documenting methodologies and training specific to the mission team; Experience facilitating the functional coordination of operational requirements, methodology development, training, validation, and execution in coordination with leadership across multiple teams/divisions, and; Experience reviewing, interpreting, adjudicating, and applying operational policies and directives. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Substitution of education may not be used in lieu of specialized experience for this grade level.
