The primary purpose of this position is: To serve as the 70th Intelligence, Surveillance, and Reconnaissance Wing (ISRW) Continuous Process Improvement (CPI) program manager and technical authority for the Wing CPI initiative. Provides planning, directing, organizing, and management over the Wing Commander's CPI program and team members assigned to Wing CPI events.

Duties

As the recognized Wing technical authority in Continuous Process Improvement (CPI), advises on long- range implementation of assigned 70 ISRW CPI program. Directs, coordinates, and oversees project/study work. Exercises responsibility for conducting training from registration through acceptance, classroom instruction to course completion. Represents the Wing's CPI initiative at a variety of functional area organizations. Researches and determines or recommends appropriate actions or interpretation of issues that impact the Wing.

  • All new DCIPS employees are required to complete a two-year DCIPS trial period
  • Position is designated special-sensitive and requires eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs

  • This posn is subject to provisions of the DoD Priority Placement Program

  • This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing
  • The employee may be required to work other than normal duty hours, with short to no advanced notice, which may include evenings, weekends, and/or holidays. Overtime and/or emergency overtime may be required
  • Shift work and emergency overtime may be required. Work may occasionally require travel by military or commercial air away from the normal duty station to conference, meetings, or other functions
  • Employee must maintain current certifications

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions This is a GG-12 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-12 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-12 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.***Salary Ranges includes local market supplement*** EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include knowledge of education and training management approaches, as well as methods and technologies for curriculum development and implementation; and experience conducting analysis of organizational performance to include delivery of findings and recommendations in written and oral communication. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of process improvement techniques such as Lean Six Sigma/CPI qualitative and quantitative methods for process improvement projects. 2. Knowledge of Wing organizational structure and its supporting elements and programs, missions, policies, goals, and philosophies. 3. Knowledge of effective training principles, techniques, and tools required to design, develop, instruct, evaluate, improve, and conduct training/course content. 4. Skill in applying analytical and evaluative methods and techniques to a broad range of functional areas related to CPI. 5. Ability to integrate and coordinate multiple and related missions, functions, subjects, issues, and situations across the Wing to present and recommend solutions in a logical, cohesive format. 6. Ability to communicate effectively both orally and in writing; to negotiate complex issues; and maintain good working relationships. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
