About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is with the US Army Intelligence & Security Command, 780th Military Intelligence Brigade responsible for planning and organizing manpower requirements and authorizations.
Duties
Maintain the Personnel and Equipment portions of Brigade-level Tables of Distribution and Authorization (TDA) and Mobilization TDAs
Analyze mission and function changes, doctrinal changes, programmed strength changes, and systems integration for impact on force structure
Review manning documents and adjustment documentation for legality and reasonableness
Study manpower and equipment survey reports, organizational structure, and authorization documents to assure conformance of plans with DA requirement or INSCOM programs
Maintain contact with the INSCOM, ARCYBER, CYBERCOM, NSA, and Department of Army (DA) to provide information on current manpower and equipment authorizations.
Conduct studies related to the validity of concepts, organizations, and requirements including the feasibility of establishment, consolidation, reorganization, or discontinuance of Brigade units
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Two year trial/probationary period may be required.
- In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
- Must be willing to undergo and successfully complete a counterintelligence-scope polygraph examination with No Deception Indicated (NDI) on a pre-appointment and periodic basis.
- Must be able to obtain and maintain a TOP SECRET security clearance based on a Single-Scope Background Investigation (SSBI) with eligibility for Sensitive Compartmented Information (SCI).
- Must be able to obtain and maintain access to National Security Agency (NSA) facilities and networks.
- Temporary duty (TDY) travel may be required 15% or less.
- All INSCOM employees may be subject to extended TDY or worldwide deployments during crisis situations to perform mission essential functions as determined by management.

Specialized experience is defined as experience conducting manpower studies and surveys, analyzing findings, and making recommendations to establish the most effective and efficient organization with a working knowledge of national level budget, acquisition, strategic policy, and manpower constraints as they affect force modernization and design. This definition of specialized experience is typical of work performed at the next lower grade/level in the federal service (GG/GS-12).
