This vacancy is for a Program Analyst position in theOffice of the Chief Information Officer located at the U.S. Census Bureau Headquarters in Suitland, Maryland. The Census Bureau is accessible from the Metro Rail Green Line - Suitland Station.
Duties
Directs and develops plans for project teams or other groups in accomplishing and/or producing projects and/or studies.
Analyzes and evaluates on a quantitative/qualitative basis the effectiveness of line program operations in meeting established goals and objectives.
Analyzes management information requirements.
Develops, analyzes or evaluates new or modified program and/or management policies, regulations, goals or objectives.

Specialized Experience: For the GS-14, you must have one year of experience at a level of difficulty and responsibility equivalent to the GS-13 in the Federal service. Experience for this position includes: Leading, planning and monitoring large and complex programs, projects and contracts for all phases from planning to closeout. Identify and mitigating risks to ensure that corrective actions are developed and successfully implemented; monitoring cost performance metrics, leading out-years financial planning activities, documenting requirements, estimating costs, establishing timelines; creating reports and briefings for stakeholders, senior management and approval boards.
Education cannot be substituted for experience at this grade level.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social).
