This vacancy is for a Program Analyst position in the Office of the Chief Information Officer located at the U.S. Census Bureau Headquarters in Suitland, Maryland. The Census Bureau is accessible from the Metro Rail Green Line - Suitland Station.
Duties
Analyzes and evaluates on a quantitative/qualitative basis the effectiveness of line program operations in meeting established goals and objectives.
Analyzes management information requirements.
Develops, analyzes or evaluates new or modified program and/or management policies, regulations, goals or objectives.
Develops procedures and systems for assessing the effectiveness of programs and/or management policies.

Qualifications
Specialized Experience: For the GS-13, you must have one year of experience at a level of difficulty and responsibility equivalent to the GS-12 in the Federal service. Experience for this position includes: Planning and monitoring large and complex programs, projects and contracts for all phases from planning to closeout; conducting market research and documenting findings for decision-making, updating various acquisition documents, including performance-based contract documentation; and obtaining approvals, and monitoring contractor cost, schedule and scope performance per established quantifiable performance-based metrics.
Education cannot be substituted for experience at this grade level.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
