The position is in the Employee Programs Unit, Human Resources Division, Office of the Executive Director, Foreign Service Institute (FSI/HR/EX). FSI has been designated as a Service Provider for Human Resources(HR) and provides the full range of HR services to various clients.
Duties
Plans, develops, implements, analyzes, and evaluates policies introduce efficiencies and streamline processes within FSI’s Human Resources Division.
Provides expert advice on proposed management decisions with respect to overall compliance with HR policies, rules, regulations, and procedures.
Analyzes and evaluates complex HR programs that have broad impact on the FSI workforce and provides policy guidance for senior officials.
Serves as first-level supervisor, prepares team specific work plans, procedures and internal control policies and methodologies, and provides guidance, direction, and leadership in executing compliance issues.
Liaises closely with top management throughout FSI, client organizations, and other departmental offices and federal agencies to advise, consult, and negotiate on matters within the assigned portfolio.
Requirements

- Must be able to obtain and maintain a Secret security clearance.
Qualifications

NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.
Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.
Applicants must have 1 year of specialized experience equivalent to the GS-13 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.
Qualifying specialized experience must demonstrate the following:
Experience using qualitative and quantitative methods and techniques to analyze the effectiveness of various HR programs.
Experience utilizing HR-related policies, procedures, and practices sufficient to execute a comprehensive bureau-wide performance management program.
Experience researching, assembling and interpreting data to examine issues of leadership interest, communicate analytic findings verbally and in writing, and suggest and evaluate courses of action.
Experience resolving issues which are often controversial and sensitive in nature while maintaining harmonious relationships with all parties.
There is no substitute of education for specialized experience for the GS-14 position.
