About the Position: This Acquisition Analyst position is assigned to the Program Executive Office, Command Control Communications-Tactical Network (PEO C3T), PMO Mission Command, Business Management Division, located in Aberdeen Proving Ground, MD.
Duties
Develops Performance Work Statements and other Acquisition Requirements Package documentation for various types of complex contracts and other procurement actions.
Establishes and maintains controls to ensure that contract award is accomplished according to guidelines and required timelines.
Coordinate, leads and directly controls all functional activities required to effectively manage assigned programs.
Attends meetings with Government and contractor personnel and furnishes recommended solutions to contractual problems.
Performs in-depth research of procedures, policies, and regulations to provide technical advice to management and product managers.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
- One year trial/probationary period may be required.
- You will be required to provide proof of U.S. Citizenship.
- This is an Army Acquisition, Logistics and Technology Workforce position.
- Selectees must meet position requirements for Professional certification in the Acquisition Career Field Contracting within 36 months of entrance on duty.
- Business travel required up to 10% of the time.
- Selectee must be able to obtain and maintain a Secret security clearance.
- This position requires pre-employment financial disclosure and annually thereafter in accordance with DoD Directive 5500-7-R.

Specialized Experience: One year of specialized experience is defined as: 1) Develops procurement documents to include Performance Work Statements (PWS), Acquisition Plans, Acquisition Strategies, and Contract Data Requirements Lists; 2) Creating source justifications and Independent Government Estimates for contract requirements; 3) Evaluating criteria for various complex procurement actions to develop contract strategies; and 4) Reviews procurement documents for compliance with contract requirements. The definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service NH-02 or GS-11 equivalent.
