About the Position: TACOM is located at the Detroit Arsenal in Warren, Michigan which is in Detroit's largest suburb located about 15 miles north of downtown. The area offers world-class museums, art galleries, concert halls, golf courses, several prestigious universities, and collegiate and professional athletic venues.
Duties
As the Lead Sexual Assault Response Coordinator (SARC), manages the Sexual Harassment/Assault Response and Prevention (SHARP) Program for a population of at least 10,000 which includes Soldiers and Family members and Department of Army Civilians.
Responsible for program management support, including strategic planning and policy development, coordination of action plans, providing assistance to Army units, and conducting analysis of policy/program effectiveness, for the SHARP Program.
Supports the Commander with prevention activities, response coordination, case management, victim advocacy and training management.
Responsible for managing, establishing oversight, and providing procedural guidance in establishing procedural guidance for the SHARP hotline, manned with a D-SAACP qualified and credentialed SHARP professional.
Oversees SHARP prevention personnel who fall under the SHARP Program.
Supports the planning of training and the oversight of subsequent execution of that plan by subordinate echelons.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Background checks against all records required by law, Office of Personnel Management, DoD, and Army policy or regulation will be conducted prior to entering on duty in the position.
- In accordance with governing regulations, additional checks will be performed on a recurring basis while employed in the position.
- Minimum of a favorable suitability determination on a Tier 3 background investigation.
- Incumbents are required to self-report civilian arrests, the filing of criminal charges, and/or convictions of any criminal offense to their supervisors and security office.
- State Criminal History Repository check is required for all states of residence in the previous five and/or up to ten years.
- Must attend and graduate from required SHARP training courses within six months of employment.
- While waiting for training or completion of certification, the employee may be reassigned or detailed to a position that meets the employee’s qualifications and skills.
- The detail or reassignment will be without promotion or demotion and will be until the DoD Sexual Assault Advocate Certificate is provided.
- Must maintain an active D-SAACP certification and up-to-date commander appointment orders prior to having any victim contact or access to victim information.
- In the event that D-SAACP certification expires or is revoked, the individual is not authorized to serve in any SHARP position or perform SHARP duties until D-SAACP certification is reinstated.
- Must possess a valid driver's license and have the ability to operate a motor vehicle should the need arise to operate a government vehicle/motor pool vehicle.
- This position may require temporary duty (TDY) business travel up to 25% of the time.
- The incumbent will be required to maintain a 24/7 duty phone.

Specialized Experience: One year of specialized experience which includes: (1) Applying legal, regulatory, and program guidance to the management of sexual harassment/assault cases; (2) Coordinating the provision of care for victims through proactive assistance/advocacy efforts, (3) Implementation of prevention activities based on data analysis that promotes the reduction of sexual harassment/assault and associated retaliatory behaviors; and (4) Serving as the subject matter expert and/or primary technical advisor to a Command/Organization on all things related to sexual harassment and sexual assault. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-12).
