Duties
Provides full technical, operational and functional support for the Defense Civilian Personnel Data System (DCPDS) as the automated tool in the delivery of recruitment and placement/staffing services for the Agency.
Serves as a DCPDS authority for HR personnel actions/transactions processing, maintenance, and research/retrieval of a variety of complex personnel data required for purposes of reporting and analyses for the team and the SSC.
Provides advice, assistance and guidance to HR management, functional specialists, information management specialists, assistants and clerks on a variety of complex operations, capabilities and maintenance requirements of the DCPDS.
Analyzes quality control reports, DCPS reject listings and data reconciliation reports to determine trends and recommend corrective actions and processes.
Performs quality control audits in delivery of services, identifies patterns of concern, determines training requirements and plans and conducts training relative to DCPDS routines, modifications and changes.
Works with HR management, supervisors and staff regarding the analysis and review of SSC operations, programs, policies, procedures, practices and requirements and how they relate to external DCPDS processing and reporting requirements.
May serve as a team leader in the daily operation of the DCPDS within the division ; plans and assigns work, sets priorities, advises employees on program goals and objectives, and makes decisions on work problems presented by team members.

Qualifications
One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-11) within the federal service, which demonstrates the ability to perform the duties of the position, is required.
Specialized Experience is defined as providing comprehensive Human Resources (HR) advisory services and technical assistance regarding the application of Federal staffing laws, principles and practices; advising on the use, applications and capabilities of an automated HR data system, and ensuring quality control of HR data and processes.
Time-in-Grade: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. Applicant must have served 52 weeks as a GS-11 or higher grade in Federal Service.
Education
There is no substitution of education for specialized experience at this grade level.
