Duties

You will plan, advise, and coordinate communication plans and strategy to keep the general public and the military community informed about operations and activities. You will develop and maintain communication materials for use in informing and updating the general public, key Navy and public influencers/stakeholders, and both internal and external media. You will provide support and counsel on public engagement strategy, including community meetings (Neighborhood Boards, Rotary Club, Military Affairs Committee of the Hawaii Chamber of Commerce, etc.), site visits, tours, and other public engagements. You will plan and implement Navy participation in community outreach activities in support of command Public Affairs programs. You will develop and maintain records of Public Affairs activities, media coverage, and other.

Requirements

  • Must be a US Citizen.
  • Must be determined suitable for federal employment.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • You will be required to obtain and maintain a current valid United States driver’s license.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.

Qualifications

Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Gathers data to write news releases, feature stories, background statements, blogs, fact sheets, etc. to disseminate information; 2) Analyzes information to determine the audience and the most effective media to use (i.e., print, web/social media, and/or broadcast media); 3) Develops effective relationships with public affairs personnel and media representatives by performing oral presentations, briefs, or arrange phone interviews with subject matter experts to enhance communication between the organization and its audiences; and 4) Uses approved information to respond to queries from the media and/or general public orally or in writing. ***NOTE: THIS INFORMATION MUST BE SUPPORTED IN YOUR RESUME TO BE CONSIDERED FOR THE POSITION. Education

In lieu of specialized experience, you may also qualify with the following education:

For GS-11:
Successful completion of a Ph.D. or equivalent doctoral degree in a field that demonstrates the knowledge, skills, and abilities necessary to do the work of the position being filled.
OR
Successful completion of three full years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree in a field that demonstrates the knowledge, skills, and abilities necessary to do the work of the position being filled.
OR
Successful completion of an LL.M. degree that is related to the position being filled.
OR
Have a combination of experience and graduate education as described above that equates to one year of experience. My percentage of the required education plus my percentage of the required experience equal one hundred percent.
