You will serve as a PUBLIC AFFAIRS SPECIALIST in the COMMANDER NAVY CLOSURE TASK FORCE - RED HILL of COMMANDER NAVY REGION HAWAII. Salary range: GS-13: $102,444 - $133,176 per annum GS-14: $121,059 - $157,373 per annum

Duties

You will communicate, consult and coordinate with the Commander Navy Closure Task force - Red Hill public affairs staff to plan and participate in outreach activities. You will manage a program which covers communication and engagement planning on subjects ranging from established policies, goals and objectives to briefing and leading discussions in business dealings with the local government and private community. You will develop a two-way dialogue that enhances the understanding of the command’s mission and facilitates the communication of complex, sensitive information concerning critical areas of command emphasis. You will provide guidance in the development of local PA policies and provides PA policy guidance as it pertains to specific situations. You will study, review and analyze public affairs programs, to include media relations, social media, web, public affairs, industry affairs, and congressional coordination. You will oversee execution of PA financial controls throughout the fiscal year and ensures all appropriated funding is executed (obligated) are within prescribed timelines.

Qualifications

GS-14: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Advises agency representatives of public affairs matters, programs, and policies that have local, regional, national, and international impact; 2) Serves as a technical authority regarding command programs as they relate to community relations, civic and media outreach, public information and special events, environmental programs, crisis communication, operational planning and program evaluation; 3) develop and maintain rapport and professional relationships with representatives of local, regional, national and international news media organizations; and 4) Oversees execution of PA financial controls throughout the fiscal year and ensures all appropriated funding is executed (obligated) are within prescribed timelines. NOTE: This experience must be supported by your resume. GS-13: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Applying communication principles, methods, practices, techniques and analytical methods, interpersonal skills, and approaches to plan, integrate and assess broad and complex communication efforts; 2) Planning, organizing and coordinating wide-ranging and time-sensitive public communication efforts concerning organizational programs, operations, activities, projects, research, studies or missions; and 3) Analyzing complex aspects of an organization's communication objectives.
