Duties

Advisor to Division Director in the Systems Liaison and Procedures Office. Directs and evaluates studies of active pay for impact of changes in legislative and regulatory requirements, long range program goals, and objectives, or changing nature of the active pay members and their beneficiaries. Recommends actions that involve highly significant aspects of active Navy military pay and policy matters that affect the Center's operations. Evaluates the content of new or modified pay legislation for projected impact on Cleveland's Center active pay program and resources. Defines, modifies or revises and tests system and/or functional requirements for supported application software. Conducts studies and/or special projects in conjunction with operations of internal financial/payment systems, analyzes findings, and makes recommendations on systems or procedural changes both within the organization.

Qualifications

One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-11) within the federal service, which demonstrates the ability to perform the duties of the position, is required. Specialized Experience Is Defined As: Experience providing audit support and / or financial statement examinations in support of military payroll systems; extracting data from payroll financial systems for routine and ad hoc reporting requirements; experience in business continuity planning (BCP) or continuity of operations (COOP) liaising or collaboration. Time-in-Grade: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. Applicant must have served 52 weeks as a GS-11 or higher grade in Federal Service. You may qualify for consideration if meeting time-in grade, specialized experience, education requirement, 90 days after competitive appointment requirement, and all other qualification requirements within 30 calendar days after the closing date of the announcement, unless otherwise indicated on the announcement.

Education is not substitutable for specialized experience for this grade level.
