This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for certain personnel of the DoD workforce to recruit and appoint qualified candidates to positions in the competitive service.
Duties
Negotiate with property owners or their legal representatives for the acquisition, management of disposal of real property interests.
Provide independent technical review for real estate documents prepared by team and provides oversight and direction in the preparation of those documents.
Ensure that all internal and external real estate information system requirements are completed in a timely manner, including Real Estate Management Information System (REMIS), Recruiting Facilities Management Information System (RFMIS).
Coordinate the team's efforts with other teams within the district.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must possess a valid Driver's License "if selected at the GS-11 position".
- This position may require occasional Business Travel for the GS-09 position. Temporary Duty Travel (TDY) up to 25 percent may be required for the GS-11 position.
- One year trial/probationary period may be required.
- Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.

In order to qualify, you must meet the experience or education requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Basic Requirement for Realty Specialist, GS-1107-09:
Specialized Experience: One year of specialized experience which includes negotiating and preparing all real estate documents (Military, Civilian) which includes real estate plans and appendices for cost shared projects, real estate planning reports for full Federal acquisition and leasing projects, design memoranda and out grants This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07).

Education: Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.
Basic Requirement for Realty Specialist, GS-1170-11:
Specialized Experience: One year of specialized experience which includes coordinating with customers to determine requirements of proposed real estate action and prepare all real estate documents; performing major land acquisitions for military and civil lands and managing projects with a greater scope and effect which involve acquisition of multiple ownership tracts of land; working disposals or land exchanges involving extensive or sensitive negotiations. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
