You will serve as a PROGRAM ANALYST in the Plant Equipment Support Office (Code 1581), in the Infrastructure Revitalization and Readiness Division (Code 1580) of NORFOLK NAVAL SHIPYARD.

Duties

You will provide coordination and control for corporate planning, budget, and management of industrial capital asset investment programs. You will evaluate program execution through analysis and consolidation of reports and on-site audits. You will provide life-cycle support for all NAVSEA industrial capital equipment assets. You will define parameters, organize extremely large amounts of data into useable methods of presentation for varied types of assets. You will present recommendations to management officials for use in ensuring economy, efficiency and balance in the development and execution of operating programs. You will develop procedures for monitoring acquisitions to ensure projects remain within budgetary constraints. You will support generation of the Integrated Priority List for review, approval, and submission.

• This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
• You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
• You will be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes continuously for the duration of the work shift.
• Work is performed in areas where potentially harmful physical and chemical agents are present (e.g. fumes, dust, heat, ionizing and non-ionizing radiation and chemicals). You will be required to participate in medical surveillance programs.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience applying industrial operations, principles and practices related to planning and managing large industrial equipment funding programs. Experience applying technical and operational concept, interface requirements, practiced and standards of a wide range or highly complex types of industrial equipment. Experience establishing and managing large industrial equipment acquisition, installation, and maintenance programs. Experience performing asset capitalization studies, developing practical solutions and determining appropriate industrial equipment concepts.
