You will serve as a SUPERVISORY MANAGEMENT AND PROGRAM ANALYST in the Innovation and Technology Insertion Division (Code 100TO.3) in the Transformation Office (Code 100TO) of NORFOLK NAVAL SHIPYARD.
Duties
You will exercise both administrative and technical supervision over subordinates performing transformation improvement work.
You will identify developmental and training needs and make provision for such developmental training.
You will participate and conduct in long range intermediate, and emergent planning for the division's overall goals.
You will represent the transformation office in high level conferences within and outside of the shipyard on matters of program planning, funding, resource, training, and policy.

Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience participating in or leading innovation and new process development to support ship maintenance. Expert in formulating goals and priorities and implements plans consistent with long-term interests of the organization that takes into consideration the environment, resources, capabilities, constraints, and organizational goals and values. Capitalizes on opportunities and manages risks and contingencies, recognizing the implications for the organization and stakeholders.
Experience developing the competencies of others to perform and contribute to the organization by inspiring and providing a learning environment of ongoing feedback and opportunities to learn through formal and informal methods, enabling employees to address skill gaps and realize their highest potential. Actively encourages and supports enhancement of a joint perspective.
Experience applying quantitative and qualitative methods, measurement, fact finding, and investigative techniques to provide line managers with objectively based information for making decisions on innovation and improved technologies.
Experience identifying and analyzing problems; weighs relevance and accuracy of information; seeks/generates and evaluates alternative perspectives/solutions; makes timely/effective recommendations, based on potential implications of findings or conclusions. Critically evaluates to identify the causes of problems, and chooses courses of action that balance the interests of the mission and stakeholders.
