You will serve as a SUPERVISORY MANAGEMENT & PROGRAM ANALYST in the Business Process Re-engineering Group (Code 1512), Ship Maintenance Performance Group Division (Code 1510), Naval Shipyard Office (Code 1500), at NORFOLK NAVAL SHIPYARD.

Duties

You will serve as the Business Process and Reengineering Group Head, C1512, and report to the NSSO Deputy Director, C1500B, a Supervisory Program Analyst, GS-0343-14, located at NNSY, Portsmouth, VA. You will be responsible for the program management of the Process Improvement Division and supervise assigned personnel. You will manage day-to-day operations and supervise direct reports, manage staffing needs and oversee process improvement, project management fundamental courses and training instructions. You will ensure appropriate alignment of the Engineering Divisions initiatives in order to effectively impact ship maintenance, repair, overhaul and modernization at all shipyards. You will serve as a custodian for AIM-NG Process Manual and oversee chapter related maintenance and reviews. Utilize Process Improvement and Process Management Fundamentals to ensure assigned naval shipyards are adhering and complying with the Project Management Processes.

  • You will be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes continuously for the duration of the work shift.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Applying financial management and business practices as they relate to shipyards and industrial installations; Planning, assigning, and monitoring the progress of workloads and establishing and evaluating the performance standards of subordinates. Examining programs to improve the overall management, operation and cost performance for naval shipyards process improvement initiatives. Demonstrating knowledge of and experience with the business like frame work Advanced Industrial Maintenance-Next Generation Processes (AIM-NG), performance metrics, and shipyard productivity metrics. Analyzing, planning, and managing programs for alteration and repair of naval ships and contractor-government relations as applied to navy shipyard management. Performing program/project analysis and evaluation to conduct studies that identify special project requirements and correlating those requirements with the mission objectives.
