You will serve as a Supervisor Managment Analyst as the Deputy Executive Support Officer (DESO, Code 1100D), Executive Support Staff (Code 1100) in the NORFOLK NAVAL SHIPYARD.
Duties
You will participate with other supervisors and the ESO in short and long range planning to address prospective changes in functions and programs for the Office and NNSY.
You will serve as secondary advisor to the Shipyard Commander, participating in top management discussions, decisions and policy-making.
You will monitor the implementation of high-level policies and guidance, modifies and makes recommendations to adapt guidance to local situations.
You participate in and facilitate various planning, financial and operational committees and boards.
You will develop substantial cost reduction initiatives without impairing overall NNSY programs and mission.
You will represent the ESO or Shipyard Commander at ceremonies, official funtions, executive steering groups and public events.
You will share responsibility of overseeing all Executive Support Office functions, to include planning and assigning work to be accomplished by subordinates.
You will review and approve changes in position classification, request recruitments to fill vacant positions and participate with the Administrative Office and Human resources Office (HRO) in determining specialized skill and knowledge requirements.

- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
- You will be required to obtain and maintain a U.S. Passport.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience planning and presenting briefs to leaders and dignitaries at various levels.
Experience working with and negotiating effectively with all levels of management to persuade them to accept and implement recommendations.
Experience and comprehensive knowledge sufficient to initiate, integrate and manage complex goals and objectives.
Experience conducting comprehensive management studies.
Experience and knowledge of financial management, public affairs, and security.
Experience planning and presenting briefs to leaders and dignitaries at various levels.
Experience working with and negotiating effectively with all levels of management to persuade them to accept and implement recommendations.
Experience and comprehensive knowledge sufficient to initiate, integrate and manage complex goals and objectives.
