You will serve as a SUPERVISORY PROGRAM ANALYST in the Naval Shipyard Support Office (NSSO) (Code 1500B) of NORFOLK NAVAL SHIPYARD.

Duties

You will provide oversight, direction, and management of the naval shipyards engaged in maintenance, repair, overhaul, and modernization of U.S. Navy ships. You will evaluate the effectiveness of line or operating programs that include developing policy, plans, procedures, and functional direction. You will serve as the Project Management Fundamentals process champion for the public Naval Shipyard. You will determine priorities for business process and IT defect corrections and improvements. You will be responsible for long-range planning, budgeting, scheduling, security certification, and management tool development.

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
  • Work is performed in areas where potentially harmful physical and chemical agents are present (e.g. fumes, dust, heat, ionizing and non-ionizing radiation and chemicals). You will be required to participate in medical surveillance programs.
  • You will be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes continuously for the duration of the work shift.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience applying concepts, principles and practices of ship availability, planning, work execution of ship maintenance, performance, modernization, overhaul and inactivation/recycling work. Experience directing and managing all phases of large-scale industrial ship maintenance projects and/or programs. Experience applying a wide range of analytical techniques, both qualitative and quantitative, and evaluating and assessing programs for improvement and effectiveness. Experience evaluating programs including policy planning, development, procedures, and functional direction of Norfolk Naval Shipyard Code1500 and NAVSEA maintenance and strategic planning functions.
