The Administrative Officer is located in the Business Operations section of the VACO HRSC and is responsible for the overall administrative management, which includes interpreting administrative policies, defining administrative requirements, developing or implementing local policies, and providing advice to management on related issues.
Duties
Major Duties Include:
Assuring the division has at its disposal all equipment necessary for proper performance of duties, including recommending acquisition of new equipment, repair of existing equipment and reviewing equipment requests.
Reviewing, analyzing, and interprets incoming requests, recommending appropriate action, or suggesting appropriate alternatives based on knowledge of internal office operations, agency personnel policies, budget constraints, and work priorities.
Calling attention problems that require HRSC management intervention or correction.
Serving as designated HRSC Action Officer and primary point of contact for congressional inquiries, VIEWS assignments, VA Leadership requests, and other information requests and reports.
Providing orientation for new HRSC staff, assuring access to appropriate systems to be effective in their positions.
Participating in developing the annual budget formulation and/or execution process.
Providing direction over administrative and clerical staff assigned to the division.
Coordinating, serving as an editor for the writing, distributing, and archiving instruction manuals for employees, as well as Standard Operating Procedures (SOP) for the division.
Conducting organizational analyses to determine optimum staffing ratios, and position distribution, overseeing the preparation of Organizational Charts, Position Description listings, and other necessary organizational tools.
Evaluating, processing, and making recommendations for effective organizational changes.
Coordinating all administrative and financial functions necessary to assure smooth and efficient functioning of the division.
Preparing HR Dashboard data for presentation to leadership.
Work Schedule: Monday-Friday, 8:00 a.m.-4:30 p.m.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 02/23/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade (GS-11) in the normal line of progression for the occupation in the organization. Examples of qualifying specialized experience include: experience with personnel management, budget management, and office administration to provide advice and assistance to managers and staff on administrative matters; coordinating all administrative functions; assisting in staffing needs and maintaining organizational charts; procuring new office equipment; assisting with budget formulation; evaluating and making recommendations for effective organizational changes.
