Duties

Serves as a senior subject matter expert providing advisory services on Employee Relations (ER) program regulations, policies, and agency directives and issuances; and their application in all agency mission areas. Evaluates current employee relations policies and programs for ability to achieve overall DoD and DFAS strategic goals and objectives, improve productivity, and promote state-of-the-art or emerging concepts regarding the delivery of services. Provides leadership and guidance to journeyman level staff on the consistent/ appropriate application of ER regulation and agency policy; document review; and analysis of complex ER cases. Reviews, edits, provides feedback to staff on work products. Analyzes Human Resources and ER laws, policy, directives and issuances authored by legislation, the DoD, Office of Personnel Management, and Merit Systems Protection Board to address, resolve or enhance agency- wide Employee Relations issues. Assesses the training needs of both staff and customers; develops or assists in the development and delivery of communication plans and technical training to educate management, customers and staff on current and evolving programs. Maintains a constant working partnership with the Office of General Counsel, DFAS Office of Equal Opportunity Programs, Office of Personnel Management, interagency working groups and other entities in the delivery of ER program services.

Qualifications

One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-12) within the federal service, which demonstrates the ability to perform the duties of the position, is required. Specialized Experience is defined as serving as an advisor to management officials regarding Federal Employee Relations programs, processes and systems to include Performance Management, investigation and resolution of conduct or disciplinary matters; analyzing and applying regulation, policy and case law and Executive Orders to complex employee relations issues and developing comprehensive casefiles in support of management actions. Time-in-Grade: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. Applicant must have served 52 weeks as a GS-12 or higher grade in Federal Service. You may qualify for consideration if meeting time-in grade, specialized experience, education requirement, 90 days after competitive appointment requirement, and all other qualification requirements within 30 calendar days after the closing date of the announcement, unless otherwise indicated on the announcement.
