This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for AcqDemo Business and Technical Management Career Path (NH) to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: This Security Assistance Specialist position is assigned to the Program Executive Office, Command Control Communications-Tactical (PEO C3T), Office of the Chief of Staff, located in Aberdeen Proving Ground, MD.
Duties
Serve as a Security Cooperation Staff Officer and advisor on the technology transfer and foreign disclosure procedures for the implementation of the Army's security assistance activities.
Provide management oversight of subordinate activities involved in the execution of program requirements to ensure effective implementation of Foreign Military Sales.
Assess customer requirements in the international, federal, and private sector and determine applicable technology transfer and foreign disclosure pipelines required to support release approval.
Review Foreign Military Sales (FMS) cases for accuracy, appropriateness of the sale, the level of disclosure available to the specific country, the supportability of the equipment or technology from the buying country.
Provide guidance/direction on Foreign Military Sales (FMS) cases that require review and coordination or those having senior leadership interest/availability.
Advise senior specialists and supervisor on matters within the assigned portfolio of countries.
Represent the Security Assistance community on a variety of high-level boards, committees or meetings.
Establish policies and procedures for technology transfer in accordance with Security Cooperation objectives.
Design and implement disclosure programs which support mission requirements and customer needs, and to formulate goals, plans, and methods of evaluation.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
- One year trial/probationary period may be required.
- You will be required to provide proof of U.S. Citizenship.
- This is an Army Acquisition, Logistics and Technology Workforce position.
- Selectees must meet position requirements for Practitioner certification in the Acquisition Career Field Program Management within 60 months of entrance on duty.
- Business travel required up to 15% of the time.
- Selectee must be able to obtain and maintain a Secret security clearance.

Specialized Experience: One year of specialized experience includes: 1) Provides management oversight of subordinate activities/agencies involved in the execution of FMS program requirements; 2) Ensure implemented policies and procedures are in accordance with Security Cooperation objectives; 3) Coordinates foreign disclosure and technology release matter with organization on all FMS cases. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (NH-02 or GS-11).
