The primary purpose of this position is to provide legislative policy advice and recommendations on issues involving the Senate and/or House of Representatives that affect any United States Strategic Command (USSTRATCOM) program. The LPA serves as a member of the Legislative Affairs Staff Team (LAST) and is under the supervision of the Director of Legislative Affairs.
Duties
Serves as a member of the Legislative Affairs Staff Team (LAST), and the Commander's Congressional Posture Team, (CCPT); is an expert on all legislative affairs involving USSTRATCOM and the U.S. Senate and/or U.S. House of Representatives, including members and associated staffs.
Analyzes Congressional member and staff visit requirements to determine appropriate briefings, tours, and meetings; tasks USSTRA TCOM staff to provide the same; makes recommendations on office calls with the Commander, USSTRATCOM and command senior leadership.
Directly interacts with Congressional members, their staffs, and other key dignitaries to oversee and track legislative issues, gather information, and to plan and execute visits to USSTRATCOM units.

- The incumbent is required to obtain and maintain a Top Secret/SIOP-ESI, Sensitive Compartmented Information (SCI), and other special access program clearances in order to perform the assigned duties of the position.

- Work may occasionally require travel away from the normal duty station on military or commercial aircraft.
- The incumbent may be required to work overtime on short-notice based on the need to meet time-critical assignments, including matters involving Congressional testimony and related requirements.
- This position is designated by the Air Force as a testing designated position under the civilian drug-testing program. It is mandatory for the incumbent to refrain from the use of illegal drugs and misuse of prescription medication. (con't)

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Misc Administration and Program Series, 0301
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes expert knowledge of OSD, CJCS, the Services and USSTRA TCOM policies used to support legislative strategies. Knowledge of USSTRATCOM plans, programs, policies, and operations sufficient to participate in the formulation of methods to defend the same before Congress. Expert knowledge of Congressional procedures and associated committee structure for authorizing and appropriating the Defense Budget. Expert knowledge and understanding of each step in the legislative process. Ability to effectively establish key contacts and determine ways to effectively maneuver through the process to best achieve desired outcomes. Expert knowledge of the process within DoD for interacting with Congress, beginning with submission of the President's Budget to include the PPBES process and carrying through to consideration by the various committees.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Expert knowledge of legislative process and associated Congressional practices, procedures, rules, protocol, and methodologies
Advanced communication skills to effectively present information, both orally and in writing. Ability to gain cooperation and support using tact, courtesy, persuasion, and diplomacy.
In-depth understanding of OSD, JCS, and/or Command ( or similar echelon) staff processes related to policy and legislative matters.
Advanced skill in analyzing legislation and draft legislative proposals on complex USSTRATCOM issues. To include the ability to analyze, evaluate, and extrapolate pertinent data gathered from a variety of sources to develop Command positions.
Ability to effectively lead and operate in a dynamic and fluid organization setting, and to deal effectively and successfully in confrontational environments where individuals or groups are hostile or uncooperative.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
