Organizational Location: This position is with the Department of Homeland Security, within U.S. Customs and Border Protection, Office of Human Resources Management, Talent Management Directorate, CBP Hiring Center located in Bloomington, MN or Indianapolis, IN.

Duties

This position acts as subject matter expert on Human Resources Information Systems responsible for managing, developing, and maintaining application software to support the information needs of large-scale human resources systems. This position starts at a salary of $103,409.00 (GS-13, Step 1) to $134,435.00 (GS-13, Step 10) with promotion potential to $134,435 (GS-13 Step 10). Salary: Salary listed reflects the rest of U.S. scale and, if applicable, will be adjusted to meet the locality pay or cost of living expenses of the duty location upon selection. MAJOR DUTIES AND RESPONSIBILITIES: Managing, developing, and maintaining application software to support the information needs of large-scale human resources systems. Developing and/or modifying reports, analytics, metadata packages etc. and using such tools as Cognos BI, Cognos Framework Manager, Power BI, etc. Analyzing staffing, hiring, pre-employment, employment, and other processes as they relate to HR with recommendations to streamline processes and establish more effective relations with the respective organizations. Selecting and modifying data collection and application techniques and methods to produce accurate and timely analyses.

Experience: You qualify for the GS-13 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as: Advising managers on streamlining the hiring and pre-employment processes; Using business analytics tools to extract and analyze data and presenting information using business intelligence tools; Supporting technology solutions of HR functions in various platforms, e.g. SharePoint, PowerApps, Access, Salesforce, etc; Reviewing processes for areas of improvement, providing options for resolution, and implementing reporting or technology solutions. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must: Meet all qualification requirements, including education if applicable to this position, subject to verification at any stage of the application process; and Meet all applicable Time in Grade requirements (current federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the federal service) by 02/23/2024.
