Duties

You will utilize the output of various contractor/government systems and procedures for cost estimating, labor and overhead, budgeting, procurement and planning. You will provide detailed cost estimates including labor, material and time using all supporting data for new work and modifications to original work specifications. You will review and evaluate contractor's proposals for the purposes of providing input to and/or negotiating labor and material costs. You will develop, view, and negotiate modifications to original specifications and new work specifications for work to be accomplished by the contractor. You will be required to use the most recent and up-to-date contractual procedures, terms and conditions to ensure that all work performed is neither misrepresented nor ambiguous and that the customer is not erroneously obligated.

  • You will be required to successfully complete a pre-appointment physical examination.
  • You will be required to obtain and maintain an interim and/or final Secret security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • You will be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes continuously for the duration of the work shift.
  • Work is performed in areas where potentially harmful physical and chemical agents are present (e.g. fumes, dust, heat, ionizing and non-ionizing radiation and chemicals). You will be required to participate in medical surveillance programs.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to obtain and maintain a U.S. Passport.

Qualifications

Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience applying knowledge of the full range principles, concepts and practices related to surface combatant ships, carrier and submarine repair and overhaul programs including ship modernization. Experience recommending alternatives to assist in solving highly complex technical problems associated with all facets of ship maintenance, and dealing with Standard Items (NAVSEA), military and commercial specifications and standards, Naval drawings, shipbuilding/ship repair practices and industrial processes to ensure the contractor provides requisite workmanship and documentation in compliance with the contract requirements. Experience applying knowledge of all trades common to the shipbuilding/ship repair industry, as well as extensive knowledge pertaining to various types and classes of ships visiting and assigned to the Mid-Atlantic Regional Maintenance Center's (MARMC's) area of responsibility (AOR) activities. Experience providing accurate information, ideas and conclusions clearly and effectively both orally and in writing to analyze contract reports and provide detailed statements of work including estimates of labor and materials. Experience using automated data processing equipment and various software programs mandated for government use for the preparation of work specifications during planning of shipbuilding, ship repair and modernization availabilities.
