This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for AcqDemo Business and Technical Management Career Path (NH) to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: This vacancy exists within the office of the PEO CS&CSS. PM E2S2.
Duties
Serves as a Supervisory Program Officer for various Acquisition (ACAT) I, II and/or III programs within the Project/Product Managers (PM) Office.
Plans, conducts and/or directs highly complex reviews and initiates reports which are provided to higher headquarters and other commands with recommendations.
Projects major project milestones and events necessary to complete the strategic implementation of the acquisition project.
Manages a government team consisting of assigned civilian and military personnel, matrix and support civilian and military personnel.
Briefs senior level management, Office of the Secretary Defense and the Department of the Army (DA) on status of the assigned programs.
Coordinates the efforts of matrix support activities to ensure that an integration implementation plan is executed.
Performs the full range of administrative and technical supervisory duties.
Requirements

- This is an Army Acquisition, Logistics and Technology Workforce position.
- Selectee must meet position requirements for practitioner certification in (A) Program Management within 60 months as of entrance on duty.
- This is a Critical Acquisition Position (CAP).
- This position requires a 3-year tenure agreement. Must sign DD Form 2888 (Critical Acquisition Position Service Agreement) and execute, as a condition of employment, a written tenure agreement.
- Must be able to obtain and maintain a determination of eligibility for a Secret security clearance for the duration of employment.
- This position requires you to submit a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.
- This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A one-year probation to assess your ability to perform supervisory duties is required unless previously completed.
- This position has a Temporary Duty (TDY) or business travel away from your permanent duty station requirement of up to 50% of the time.

SPECIALIZED EXPERIENCE: In order to qualify for this position your resume must describe at least one-year of specialized experience equivalent to the NH-03 level in the Federal service which includes the following: 1) Managing the acquisition of products/programs to include cost, schedule and performance and risk activities within the acquisition lifecycle framework; 2) Identifying programmatic risks and mitigation strategies that best accomplish goals and objectives of the project within recognized guidelines. 3) Managing the development and staffing of contract documentation, to include: Requests for Proposals, Statements of Work, Contract Data requirements list, and Source Selection Plans; 4) Managing resource allocation and program execution using an Integrated Master Schedule; and 5) Developing programmatic documentation, including Milestone Packages (such as, Acquisition Program Baselines, Acquisition Strategies, etc.) and Budget and Financial Documentation (such as, P&R Justification, weapon system reviews, spend plans, etc.)
The definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service NH-03 (or GS-13 equivalent).
