About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the U.S. ARMY INTELLIGENCE & SECURITY COMMAND, U.S. ARMY OPERATIONS GROUP, FORT MEADE, MD.

Duties

Serve as Management and Program Analyst by providing civilian personnel advice in areas of HR management such as; planning; policy development; processing of personnel actions with the objective of improving effectiveness. Evaluate organizational programs, identifies errors, tracks and monitors tasks, information management and completions of numerous programs to recommend/implement change to programs across civilian HR functional lines. Serves as the Civilian Pay Customer Service Representative on all inquiries related to pay by developing payroll data, retrieving information from payroll systems, analyzing variances, and generating standard reports for senior leadership. Manage the Civilian Employee Drug Testing Program by coordinating drug testing and recommend course of action to management when any issues related to testing and results arise.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Two year trial/probationary period may be required.
  • In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
  • Must be able to obtain and maintain a TOP SECRET security clearance based on a single scope background investigation (SSBI) with eligibility for sensitive compartmented information (SCI).
  • Temporary Duty (TDY) travel may be required up to 10% of the time.
  • All INSCOM employees may be subject to extended TDY or worldwide deployments during crisis situations to perform mission essential functions as determined by management.

In order to qualify, you must meet the education and/or experience requirements described below. You will receive credit for all qualifying experience, including volunteer experience. To qualify based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as experience serving as an analyst and advisor to management in administrative operations and management principles to include at least 2 of the following areas: Processing civilian personnel actions; managing civilian pay administration program and/or managing civilian personnel time & attendance program. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GG/GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position, such as Security Administration, Security Management, National Security Studies, etc. (Note: You must attach a copy of your transcripts.) OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of qualifying experience by 12. Then, divide your semester hours of graduate education beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify. (Note: You must attach a copy of your transcripts.)
