You will serve as a CONTRACT OFFICER REPRESENTATIVE in the Region Galley Program of COMNAVREG MIDLANT NORFOLK.

Duties

You will monitor the contractor’s progress and performance, including the submission of required reports or other documentation. You will verify that the contractor has performed the technical and management requirements of the contract in accordance with the contract terms, conditions, and specifications. You will verify that the contractor has corrected all correctable deficiencies. You will apply technical knowledge of engineering, mechanics and other systems in regard to maintaining Harbor Security Boats, Utility Boats, Service Craft and other assets and/or marine plant property associated with the Port Operations Program. You will review technical data on change order requests and recommends approval or disapproval to higher authority based on technical expertise.

Qualifications

Your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-09) or pay band in the federal service or equivalent experience in the private or public sector performing the following duties: 1) Analyze operating options and strategies for Port Operations (e.g. logistical planning, development, maintenance and management, etc.) to achieve financial and program goals; 2) Interpret complex laws and regulations to provide guidance on program administration, contract administration and execution; 3) Monitor contractor development and performance to resolve problems related to contract modification, deviations, and other similar issues; and 4) Develop and formulate plans, policies, and procedures impacting program objectives and operations. Education

You may qualify for the position based on education in the following manner:

Successfully completed a Ph.D. or equivalent doctoral degree,
OR
Successfully completed three full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree,
OR
Successfully completed an LLM degree that is related to the position being filled,
OR
A combination of experience and graduate education as described above that equates to one year of experience. My percentage of the required education plus my percentage of the required experience equal one hundred percent.
