This position is being recruited under 10 USC 1599f into the Cyber Excepted Service and does NOT convey eligibility to be converted to the Competitive Service. It has been identified as a position necessary to carry out and support the mission of the US Cyber Command. It is in the Professional Work Category at the Senior Work Level within the CES Occupational Structure. It is located in the DBC/CYBER DEVELOPMENT DIRECTORATE.

Duties

Develops planning and contracting documentation as required by statutes and DoD 5000 series regulations. Participates, coordinates, and supports the development or implementation of the assigned program/project contracting acquisition strategy. Monitors the execution to ensure compliance with contracting management policies, procedures and applicable public law The work involves monitoring planned and actual contract budget execution and deliverable completion, alerting management when problems arise, and providing recommendations for resolution. Performs acquisition and related financial management functions within Directorate in order to execute the programs/projects/services approved spend plan and associated programmatic trade-off decisions. Prepares and presents briefings and reports to high-level managers within DISA and other DoD components, and participates in the development of briefing materials. and other analytical data. Other analytical data, which are used by the program/project manager to support program justification to program/project stakeholders. Provides programmatic guidance to product/project leaders; performs program control functions to include monitoring and updating Program Schedule, Integrated Master Schedule (IMS), and WBS. Also included in the functions are the generation/updating of Program Briefs, Program Reviews, Program Status and Balanced Scorecard (BSC) documents, Document Control and other Action Officer taskings as they occur. Independently performs challenging and responsible assignments during management of contracted projects within the program plan of any particular program/project within Directorate.

Requirements

  • Must be a U.S. Citizen.

  • This national security position, which may require access to classified information, requires a favorable suitability review and security clearance as a condition of employment. Failure to maintain security eligibility may result in termination.
  • Financial Disclosure (OGE-450) required.
  • This position is required to obtain and maintain a SECRET security clearance.

Qualifications

Qualifying Experience: To qualify at the GG-13, your resume must describe at least one year of experience that demonstrates the competencies necessary for immediate success in the position. Experience refers to any paid or unpaid experience, including volunteer work and Military service, that would be considered equivalent to work normally performed at the next lower grade level in the federal service. For this position, qualifying experience is defined as: Knowledge of qualitative and quantitative methods for assessment and improvement of critical plans and programs for participating in or conducting strategy initiatives for joint strategic planning decisions. Skill in applying analytical and evaluative methods and techniques to issues or studies concerning the future operating environments and military capabilities. Experience with budget plan proposals, conducting cost analysis, and the development and coordination of procurement strategies and plans. Candidates must describe how they meet the qualifying experience and/or selective placement factor(s) within the body of their resume.
