This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: This is a DoD Civilian Acquisition Workforce Personnel Demonstration Project position in the NH-04 broadband with an advertised pay range from the lowest equivalent GS-14 grade Step 1 to the highest equivalent GS-15 grade step 10 in the broadband.
Duties
Oversee all phases of the Program Objective Memorandum (POM) to direct the direct life cycle documentation for assigned projects and funds.
Coordinate, lead, and directly control all functional activities required to effectively manage assigned programs.
Plan work to be accomplished by subordinates. Identify training needs. Develops performance standards for subordinates.
Supports all phases of the Program Objective Memorandum (POM) to direct the life cycle documentation for assigned projects and funds.
Interface with internal and external stakeholders such as representatives from ASA (ALT), PEO Staff, and other commands and agencies, and private industry on all matters effecting program execution.
Requirements

- This is an Army Acquisition, Logistics and Technology Workforce position.
- Selectees must meet position requirements for certification at Practitioner in the Acquisition Career Field (Program Management) within 60 months of entrance on duty.
- Critical Acquisition Position (CAP). This position requires a 3-year tenure agreement. Must sign DD form 2888 (Critical Acquisition Service Agreement) and execute, as a condition of employment, a written tenure agreement.
- This position has a Temporary Duty (TDY) or business travel requirement of up to 50% of the time.
- The duties of this position require submission of, on an annual basis, OGE 450, Confidential Financial Disclosure Report.
- Position is Critical-Sensitive requiring a Top-Secret clearance.
- This position is subject to a pre-employment screening, and random testing thereafter, and the incumbent will also be required to complete a DA 5019.
- One year probation to assess your ability to perform supervisory duties is required unless previously completed.

To qualify based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as the following duties: 1) Managing cost, schedule, performance and supportability of projects, programs and products as they transition through the acquisition life cycle; 2) Managing and directing the work of highly technical scientists, systems/software engineers, logisticians, and cyber security professionals in the cyber warfare domain; and, 3) Performing full range of administrative and technical supervisory duties of Government civilians to include: assigning and supervising work, managing performance, hiring, and/or guiding professional development.
The definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service NH-03 or GS-13 equivalent.
